This graffiti abatement ordinance is not effective until it is specifically enabled
by resolution of the board of supervisors for a specific planning or redevelopment
area within an unincorporated portion of the County of Santa Barbara. The enabling
resolution for each specific planning or redevelopment area must certify the availability
of an effective graffiti abatement implementation plan and funding mechanism.
