§ 46A-1. Purpose and intent.

  • The purpose and intent of this chapter, which shall be known as "the County of Santa Barbara Inclusionary Housing Ordinance," are the following:

    1.

    To increase the supply of affordable housing units by requiring specified types of discretionary residential projects to provide a portion of the development as price restricted affordable housing units;

    2.

    To retain the long term affordability of these affordable housing units within the county; and

    3.

    To implement policies of the Housing Element of the Comprehensive Plan to:

    a.

    Enhance the diversity, quantity, and quality of the housing supply;

    b.

    Promote new housing opportunities adjacent to employment centers, and the revitalization of existing housing to meet the needs of all economic segments of the community, including extremely low income households, while bolstering the County's rural heritage and supporting each unincorporated community's unique character;

    c.

    Increase the effectiveness of the inclusionary housing program by establishing an inclusionary housing ordinance.
