It is the intent of the board of supervisors, in enacting this chapter, to discourage
violations of laws which prohibit or discourage sale or distribution of tobacco products
and tobacco paraphernalia to minors, but not to expand or reduce the degree to which
the acts regulated by state or federal law are criminally proscribed.
(b)
All amendments to this chapter shall be applied in a prospective manner only, not
retrospectively to situations, conditions or facts existing at the time of or prior
to the amendment.
