(1)
The county executive officer shall:
(a)
As the need arises, submit to the board of supervisors revisions to this article;
(b)
Approve revisions to the injury and illness prevention program (IIPP);
(c)
Appoint a county safety committee;
(d)
Approve the bylaws of the county safety committee;
(e)
Expeditiously submit to the board of supervisors any recommendations of the county
safety committee, along with the county executive officer's own recommendations;
(f)
Annually review each department's program and budget for injury prevention and emergency
preparedness.
(2)
All department heads shall:
(a)
Generally provide for the safety and emergency preparedness of their department so
as to prevent and minimize injuries and illnesses, as more specifically set forth
herein;
(b)
Plan, publish, implement, and maintain a departmental program for injury prevention
and emergency preparedness;
(c)
Investigate, report, and correct any conditions, procedures, or practices that threaten
the safety of employees or others;
(d)
Maintain all facilities and equipment of their department in a clean, well-maintained,
and otherwise safe condition;
(e)
Ensure that any necessary safety gear or equipment is available, functional, and used
by employees;
(f)
Ensure that all employees receive the training and instruction necessary to perform
their duties safely, and to respond effectively to emergencies;
(g)
Ensure that injury and illness reports and other documents relating to safety are
promptly and correctly completed and submitted;
(h)
Evaluate safety as an important factor in all employee performance reviews and disciplinary
actions, and otherwise seek to instill safety awareness and promote safe work conditions.
(3)
All supervisors shall:
(a)
Generally provide for the safety and emergency preparedness of their subordinates
so as to prevent and minimize injuries and illnesses, as more specifically set forth
herein;
(b)
Know and carry out the departmental program for injury and illness prevention and
emergency preparedness;
(c)
Ensure safety is an important factor when planning and supervising all work activities;
(d)
Investigate, report, and correct any conditions, procedures, or practices that threaten
the safety of employees or others;
(e)
Maintain all facilities and equipment under their authority in a clean, well maintained,
and otherwise safe condition;
(f)
Ensure that any necessary safety gear or equipment is available, functional, and used
by employees;
(g)
Ensure that all employees receive the training and instruction necessary to perform
their duties safely, and to respond effectively to emergencies;
(h)
Ensure that injury and illness reports and other documents relating to safety are
promptly and correctly completed and submitted;
(i)
Evaluate safety as an important factor in all employee performance reviews and disciplinary
actions, and otherwise seek to instill safety awareness and promote safe work conditions.
(4)
All employees shall:
(a)
Know and follow the departmental injury and illness prevention and emergency preparedness
programs;
(b)
Ensure safety is an important factor in performing all work activities;
(c)
Identify and report any conditions, procedures, or practices that threaten the safety
of employees or others;
(d)
Maintain all facilities and equipment entrusted to their care in a clean, well-maintained,
and otherwise safe condition;
(e)
Properly use any necessary safety gear or equipment that is provided;
(f)
Promptly and correctly report all injuries and illnesses relating to safety to their
supervisor;
(g)
During emergency drills and procedures, follow any instructions given by an appropriate
authority;
(h)
Be able to safely perform the functions of their job duties;
(5)
The county safety officer shall:
(a)
Develop county-wide programs, policies, standards, and procedures for safety and emergency
preparedness;
(b)
Provide technical assistance in matters of safety and emergency preparedness;
(c)
Assist with safety training;
(d)
Serve as staff to the county safety committee;
(e)
Prepare necessary revisions to the IIPP;
(f)
Maintain communication with regulatory agencies concerning compliance with safety
codes, regulations, and rules;
(g)
Assist with injury and illness investigations, safety surveys and inspections, evaluation
of departmental programs for safety and emergency preparedness and recommendations
for personal safety equipment;
(h)
Coordinate the county safety committee meetings, and other duties as required.
