The regulations contained in this chapter shall apply to all persons who hold a secondhand
dealer permit in the County of Santa Barbara issued pursuant to California Business
and Professions Code section 21641 (hereinafter "permittee") and to their employees
and agents. Secondhand dealers shall include, but not be limited to, pawnbrokers.
