The director shall administer the procedures established by this chapter. Any applicant
shall be assessed fees in an amount necessary to recover costs incurred by the county
for processing applications for change of owner, operator, or guarantor required by
this chapter. No application to change owner, operator, or guarantor shall be processed
unless the applicant has entered into an agreement for payment of processing fees
with the county and has provided the required deposit to cover a portion of the case
processing fees.
