The provisions of this Ordinance and any resolution adopted pursuant hereto shall
supersede any previous county ordinance or resolution to the extent the same is in
conflict with this Ordinance. Off-site transportation improvement fees existing prior
to the effective date of the ordinance codified in this chapter shall remain in effect
within each planning area of the county until expressly repealed or modified by resolution
of the board of supervisors.
